Kazakhstan VAT Increase to 16% in 2026: Impact on Parcels
From January 1, 2026, Kazakhstan increased VAT from 12% to 16%. For international parcel recipients, this means a higher final cost, even with the same goods and rates. Examples included.
What Changed on January 1st
The law increasing VAT in Kazakhstan from 12% to 16% was signed in December 2025 and came into effect on January 1, 2026. The change affects all imported goods, including international parcels for individuals.
The duty-free limit remains the same: €200 and 31 kg per parcel. That is, a parcel worth up to €200 is not subject to VAT. Only the percentage for parcels exceeding the limit has changed.
How VAT is Calculated on Import
For parcels to Kazakhstan with a value exceeding €200, the following formula applies:
1. First, the duty is calculated: 15% of the amount exceeding the limit, but not less than €2 for each kilogram of excess weight over 31 kg. 2. Then VAT is calculated: 16% × (declared value + accrued duty). 3. The final amount to be paid at customs = duty + VAT.
This rule is the same for all EAEU countries, including Russia. However, in Russia, VAT on the import of private parcels is not applied, so the formula is shorter.
Calculation Example
Let's say you ordered a laptop worth €600 and weighing 2.5 kg. The parcel exceeds the limit by €400 in value. There is no excess weight.
Old formula (2025): duty 15% × €400 = €60. VAT 12% × (€600 + €60) = €79.20. Total: €139.20.
New formula (2026): duty 15% × €400 = €60. VAT 16% × (€600 + €60) = €105.60. Total: €165.60.
The difference is €26.40 on one parcel. The more expensive the parcel, the more noticeable the effect.
What to do as a Recipient
The most important thing is to know your limit. If the parcel costs more than €200, calculate the duty and VAT in advance so you are not surprised by the bill upon receipt.
If you have flexibility in terms of timing, split a large order into two or three parcels in different months. Each up to €200 — no duty at all. This works if the store allows you to buy in parts.
